O modelo de avaliação CAPES sob a perspectiva de pesquisadores da área de saúde coletiva

The norms adopted by Capes in after graduation programs in Collective Health, sensitively modified over the years, have raised a whole series of discussions about its possibilities and limits. Faced with this reality, and based on Pierre Bourdieu’s theory, this study aimed to describe the Capes’ model of evaluation in Collective Health area; to identify the researchers’ knowledge about logic of evaluation; to analyze the researchers’ points of view about the advances and difficulties related to the current model of evaluation; to analyze the results of the work and research’s rule in the programs, including researchers’ life and job. This study focused on the qualitative approach of researchers who were selected from 3 after graduation programs in Collective Health, which results they’ve gotten in the last Capes’ training session were different ( grades: 5, 6 and 7 ). To select participants, it was took into consideration the accreditation and the non-accreditation into the program and the 3 secondary areas in Collective Health, as well as the fact of have being or have not been being a program’s coordinator. It was used the triangle technique for collecting information, involving partly-structured in deepness interview, documental analysis and analysis of the programs’ site. Did such a study allowed us reflecting about the possible changes in the after graduation evaluation in Brazil, specifically in the area of Collective Health, taking into consideration the progress, the regress and the possibilities of change related to that. The researchers’ knowledge about the current model of evaluation was varied, although it is somehow related to the fact of researches to be or not to be a programs’ coordinator. The researchers recognize the importance of the evaluation system for advancing science in Brazil; however, they have discussions about some aspects of the model which are directly related to productivity in academic science. About the results of the evaluation to the programs, it was noticed a new orientation of research practice and work in programs that are in process of consolidation, in which they wish to make possible the rules of science productivity. Having the researchers in mind, it was strongly identified the universities demands in their lives, with a raising connection between their personal lives – in terms of time and space – to their professional lives. Based on the analysis about the information collected, it was possible to understand that the evaluation programs in after graduation have not been working according to the principal of equality discussed in the SUS area, and only when the program achieves such a stage of development things get better, making possible to foster a dialogue among the 3 areas of Collective Health. The challenges for making better the current model of evaluation in after graduation programs are huge, and all they should be faced by having the complexity of Collective Health area in mind, which includes a diversity of epistemology areas, resulting necessarily in dialogues, rivalries and consensus.
