The utility model relates to a flywheel energy-saving hydraulic pumping unit, comprising a motor, a flywheel driven by a motor, a hydraulic variable pump driven by the motor, a hydraulic variable motor driven by the motor, a hydraulic control pump, a connecting device for being connected with an external pumping rod, and at least one hydraulic driving unit for driving the connecting device to descend and ascend; the flywheel, the motor, the hydraulic variable pump, the hydraulic variable motor, and the hydraulic control pump are in transmission connection; when the hydraulic variable pump has a zero displacement and is idly operated, the flywheel is operated in an accelerating mode; the flywheel is operated in a speed reducing mode when the hydraulic variable pump is operated in the set maximum displacement; the variable control of the hydraulic variable pump and the hydraulic variable motor are controlled by the hydraulic control pump. The hydraulic variable pump is actuated by the less energy consumption of the motor together with the recycling energy of the flywheel, so the connecting device is lifted, and the energy consumption of the motor is greatly reduced.
