According to the preparation method, the rubber material is prepared by virtue of a three-stage mixing, wherein the first-stage mixing and the second-stage mixing are both masterbatch mixing and the third-stage mixing is final mixing. The preparation method is used for production of the special rubber material for the tread of the all-steel radial tire for the ice-snow covered road. The tread of the winter tire, which is prepared by the preparation method, has the advantages of good flexibility, no phenomena of hardening and embrittlement, excellent wet-skid resistance and ice-skid resistance and good controllability, the phenomenon of road slippage is greatly decreased and the running safety of vehicles is improved.
