Community based programme: safety helmet

This Code of Practice (COP) aims to present the process flow so as to guide the implementation of a community based safety helmet programme in rural areas in an orderly, uniform and effective way. It is hoped that through the various programmes and initiatives, including the safety helmet community based programme, a 15 per cent annual reduction in fatalities until 2010 is achieved as planned.
