The utility model discloses an air pressure mode shallow-buried excavation shield tunneling machine. A mode of soil body excavation of a tunnel heading machine is changed from the existing mode of cutter cutting to the mode of digging arm excavation. A supporting-protecting mode is changed from the existing mode of cutter supporting-protecting to the modes of slotting tools and supporting baffles. The numbers of the slotting tools and the supporting baffles are determined by the diameter of the tunnel and stratums. According to stability situation of geology, two modes of an open tunneling and an air pressure balancing tunneling are achieved. Failure rate of a device in areas abundant with large boulders is reduced, and therefore maintenance rate of the device is reduced and working time and working efficiency of the tunnel heading machine are improved.
