The invention discloses a preparation method for high-water-resistance copper, manganese and tin composite oxide CO low-temperature oxidization catalyst. The catalyst is a copper, manganese and tin composite oxide prepared by a coprecipitation method. Active components of the catalyst are CuO, MnO2 and SnO2, wherein the CuO content is 30-40 percent, the MnO2 content is 40-70 percent, and the SnO2 content is 0.5-30 percent. Under normal pressure, reaction gas consists of 400ppm CO, 21% O2 and N2 balance gas; the air speed is 7,200ml/h; and under a reaction condition of room temperature, the CO concentration of 5,000ml of reaction gas is reduced to 20ppm within 35min. The CO concentration is detected by a KP826-B+ type pumping type gas detector. The ignition temperature and the full combustion temperature of the catalyst CO are relatively low; and under a condition of water vapor existence, the catalyst is still relatively high in activity and has a practical value.
