A new concept for developing regulations relating to the use of sources of radiation

This paper proposes a new method for development and promulgation of regulations relating to the use of sources of radiation. The proposal envisions establishment of an entity within the Conference of Radiation Control Program Directors, Inc. (CRCPD) to carry out this function. A reference model for this concept is discussed. The proposal builds on the premise that states (not just Agreement States) have considerable expertise and experience that lends itself to development of regulations. The intent of the proposal is to generate discussion among affected parties.
