Plans to streamline the two-step nuclear-power-plant licensing process into a one-step procedure, with only one major review and public hearing would grant utility applicants a single construction and operating license for a standardized design. Design standardization should be reflected in a modernized review process using the Power Worthiness Certification approach much as the airline industry uses the Air Worthiness Certificate. Industry support added to the administration's indicated support could bring about reforms that will allow the nuclear option to survive. 2 figures. (DCK)
