Standard effectiveness judging system and method

The invention relates to a standard effectiveness judging system, which is characterized in that the system comprises a standard resource acquisition module, which is used for acquiring images of standard resources; a standard resource processing module, which is used for recognizing and generating dual-layer electronic texts of the standard resources; an index creating module, which is used for creating indexes for the texts and storing the index in a preset standard full-text memory; a bibliography extraction module, which is used for extracting a first bibliography from the standard resources; a bibliography comparison module, which is used for comparing the first bibliography extracted by the bibliography extraction module with a bibliography which is stored in an external bibliography memory and judging whether to store the extracted bibliography in a standard bibliography memory or not; a bibliography management module, which is used for storing the bibliographies of the standard resources and establishing a correlation between the bibliographies and the indexes; and a verification module, which is used for receiving a second bibliography from the external part, verifying the second bibliography and storing the second bibliography in a preset main standard memory after verification.
