The use of benefit-cost analyses to aid in decision making is an established practice in water resources engineering. Failure to apply an extensive benefit-cost analysis to the alternatives for controlling thermal releases from the Tennessee Valley Authority's Browns Ferry Nuclear Plant clearly resulted in an incorrect and very expensive decision.
