The invention discloses a wind-powered cooling and heating device which comprises an impeller arranged at a high place. The wind-powered cooling and heating device is characterized in that a rotary shaft of the impeller is connected with a transmission shaft, which is arranged vertically, through a bevel gear transmission pair, the transmission shaft is connected with the input end of a hydraulic pump similarly through a bevel gear transmission pair, a pressure regulating valve is arranged on the hydraulic pump, the hydraulic pump is connected with a power mechanism of a screw compressor through a pipeline, the screw compressor is connected with a cooling and heating circulation pipeline, an evaporator and a condenser are arranged on the cooling and heating circulation pipeline, a throttling valve is arranged on the cooling and heating circulation pipeline between the evaporator and the condenser, and a steering valve, which can control the flowing direction of a medium, is further arranged at the connection between the screw compressor and the cooling and heating circulation pipeline. The wind-powered cooling and heating device is simple in structure and ingenious in design and is suitable for being arranged at regions, such as high mountains and sea islands, which have higher wind force, so as to carry out cooling or heating by using wind power.
