The invention is characterized in that the polycarboxylic acid water reducer with water reduction quantity toward CA mortar cement being 0.13-0.22% is mixed in emulsified asphalt in the emulsifying process and the melamine water reducer with water reduction quantity toward CA mortar cement being 0.21-0.22% is admixed in the process of blending the emulsified asphalt and mortar. The invention has the following beneficial effects: the dispersion degree and fluidity of the mortar have lower losses; the CA mortar has good working performance; and the compression and breaking strength of the CA mortar are effectively improved.
