This tobacco product production method comprises the following: a processing step for forming, from a tobacco raw material, a filamentous tobacco having a moisture content of 25 to 35% WB; and a molding step for forming a tobacco molded product that is an entanglement of the filamentous tobacco formed by the processing step. Achieved is automation and labor conservation of the tobacco product production steps, as well as uniform tobacco product quality, and provided is a tobacco product that is user friendly.
