A cutting tool 1 comprises a cutting edge 2, a cutting face 4 and a flank 5 and is used for cutting the surface of a rotating columnar or cylindrical workpiece W by skiving in which the cutting edge 2 is delivered to the workpiece W at an angle with respect to the rotation axis A of said workpiece W. When the rake angle is "φ," the angle of inclination of the cutting edge 2 with respect to the rotation axis A is "α," the angle formed by the cutting tool 1 feeding direction and the direction orthogonal to the rotation axis A when viewing the cutting tool 1 and the workpiece W in planar view is "β," the radius of the circumferential surface of the workpiece W before machining is "r," and the radius of the circumferential surface of the workpiece W after machining is "r'," tan -1 (cosβ/cos(α−β) × tan -1 (cos -1 (r'/r)) < φ ≤ 90° is satisfied.
