Monitoring programs as described in this paper include all those activities that gather data about the power plant site's air quality, ecology, cultural resources, noise, geotechnical characteristics, and plant emissions, particularly those affecting both air and water quality. These programs are intended to gather information about the area near the power plant, and the types and degrees of potential environmental impacts that may impose design or operating constraints. 17 refs.
