The invention discloses a solution for preparing a catalytic nano-porous film from nanosecond pulse plasmas on a cathode surface. The solution is prepared from the following components in parts by weight: 40 to 50 parts of nitrate, 20 to 40 parts of a conductive macromolecular monomer, 10 to 15 parts of halide and the balance of water. The invention further discloses a method for preparing the catalytic nano-porous film from the nanosecond pulse plasmas on the cathode surface. The method comprises the following steps: putting a metal into the prepared solution, applying nano second pulse voltage to the metal serving as a cathode and graphite serving as an anode, and preparing the catalytic nano-porous film on the surface of the metal. The treatment method is high in treatment speed, short in time and posttreatment-free and reduces the cost.
