Policy making method, device, and system

Disclosed are a policy making method, device, and system, the method comprising: an ANDSF makes a policy, the policy comprising a wireless access type and access network prioritization obtained according to the wireless access type; the device comprising: a policy making unit used to make a policy, the policy comprising a wireless access type and the access network prioritization obtained according to the wireless access type; one system comprising: an ANDSF and an MME, the ANDSF being used to make the policy and provide the policy to the switch-initiating MME, and the MME being used to switch services according to the policy made by the ANDSF; another system comprising: an ANDSF and a UE, the ANDSF being used to make the policy and providing the policy to the UE initiating flow migration or multi-access connections, and the UE being used to offload traffic according to the policy made by the ANDSF. In the present invention, an ANDSF will refer to a wireless access type when making a policy, thus solving the problem that the current ANDSF mechanism is unable to offload traffic to specific wireless access types.
