The present invention distributes additional information in addition to emergency information without greatly increasing the processing ability or data management of an information distribution node CBE or core network device. This wireless access network device is equipped with: a management unit (11) configured in a manner so as to associate and manage additional information and the type of emergency information and cell; and a transmission unit (13) configured in a manner so that, when instructed to distribute emergency information, in a subordinate cell, additional information associated with the type of emergency information and the cell is distributed in addition to the emergency information.
