Сценарии организации малых инновационных предприятий в рамках муниципально-частного партнерства

Studying of a modern condition of municipal-private partnership (further – MPP) in Russia has shown presence of demand for such projects from municipal unions. In the light of an innovative orientation of economic development application of mechanism MPP in the form of the small innovative enterprise (further – SIE) organization municipal union together with scientifically-educational and private sectors on the basis of application of intellectual property objects is represented as perspective. In this article specificity of the organization such SIE, caused by presence of partners from municipal, private and scientifically-educational sectors (it is possible – only municipal and private), specific kinds of the works connected with high technologies, intellectual property, the manufacture organization, and the non-material actives connected with the organization and protection of the property rights are presented. On the basis of the parameters presented by variants of participation of the organizations of various sectors in establishment SIE, and also kinds of investments of these organizations in the charter capital of the future SIE, the author develop and prove five scenarios of SIE organization within the limits of MPP. Research of advantages and lacks of the developed scenarios has shown, that the most perspective and effective from the point of demand restrictions view will be SIE, created on II and III scenario. In this connection, for maintenance of realization of an innovative policy and address support of subjects of the small-scale business realizing innovative programs, corresponding recommendations are offered local governments to use.
