In the present invention, a catalyst layer for a fuel cell is provided with a plurality of carbon particles, a plurality of catalyst particles and at least one sheet-like carbon member disposed between the plurality of carbon particles. The plurality of catalyst particles are supported on the surfaces of the plurality of carbon particles. In addition, it is possible to use a rod-like carbon member instead of a sheet-like carbon member.
