The evolution of recent cryptographic policy in the United States

Recent developments in U. S. cryptographic policy involve export controls and domestic controls. The policy debate is highly contentious and often confusing. A graphical depiction helps separate reality (actual policy developments) from rhetoric (policy proposals put forth by lawmakers and others). Examination of the data points shows a wide fluctuation in both export and domestic policy proposals. By contrast, the policy implementation data points show a definite relaxation in export controls, without any new domestic controls being put in place. The present situation closely resembles recommendations made in 1996 by the National Research Council.
