PROBLEM TO BE SOLVED: To display an emergency message which is delivered from a broadcasting station even while image information delivered from a media server is viewed on a television side. SOLUTION: The media server 110 is provided with a data compressing and composing unit 107. An acceptance/management server 104 in the media server 110 receives an emergency message such as disaster information delivered from a broadcasting station 111, it is decided whether or not the emergency message is displayed or not according to user selection information, showing whether or not an emergency message is displayed, set in a table of a user management DB 105 in the media server by users. When the message is displayed, the emergency message is sent to the data compressing and composing unit 107, which compresses the emergency message, puts the emergency message and image information 109 sent to a receiver 104 through an image information transmission server 108 together, and sends the resulting information to the receiver 103, so that the emergency message can be displayed even during the reception of the image information.
