Policies for Safeguarding the Transition and Sustainable Development of Non-governmental Higher Education: A Case Study of Shaanxi Province

Non-governmental higher education in China is in the transition from "opportunity" to "strength competition",from "extensive expansion" to "content development",and from "extensive operation" to "sustainable development".It faces the problems of policy constraints,lack of planning and co-ordination,shortage of funding etc.In order to promote the sustainable development of non-governmental higher education,it requires further clarity and development of safeguarding policies.
