Highway Safety Improvement Program (HSIP) Obligations and Fatalities on U.S. Highways: Final Report

The Highway Safety Improvement Program (HSIP) was established through the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU). HSIP authorized about $1.3 billion each year, from 2006-2009, to be spent on highway safety projects. Except for $220 million per year that was meant for railway highway crossing programs, the rest of the funds were apportioned to the states. This paper examined the improvements and trends in highway safety and traffic accident fatalities, and tried to determine if fatality decreases were the result of HSIP safety program spending.
