REPORT OF WATER RESOURCES COMMITTEE

The principal work of the Water Resources Committee during 1972-73 has focused on the activities of the National Water Commission, which submitted its final report, "Water Policies for the Future," to Congress and the President on June 14, 1973. A comprehensive background discussion of the Commission's study program was prepared by Committee member Ernst Liebman, former assistant legal counsel for the Commission, and published for the benefit of the Section at 5 Natural Resources Lawyer 640 (1972). Building on the excellent National Water Policy Conference held in Denver in April 1972 under the leadership of former Committee Chairman Clyde O. Martz of Denver, in conjunction with the University of Denver Law School and the National Water Commission, the Committee sponsored a second successful conference in Washington, D.C. in October 1972. Both conferences reviewed and critiqued the major legal studies which had been carried out for the Commission and provided highly useful analyses for the Commission Staff by the panelists and conference participants. At the Section Council's annual meeting in San Francisco in August 1972, an Ad Hoc Committee on the National Water Commission Report was established to review the Commission's final report and develop Section recommendations for action by the House of Delegates. The Committee is comprised of the chairmen of all the substantive Section committees and is chaired by the undersigned Chairman of the Water Resources Committee.
