평화경제지대(PEZ) 창설을 통한 에너지 확보전략

Russia has not played a leading roll in the six-way talks. The authors propose the strategy to secure its energy sources in the far-east area of Russia by establishing the Peace Economic Zone (below PEZ) in this area and strengthening its presence in the six-way talks. We should establish the internal PEZ preferentially in order to expense the PEZ aboard. As the sustainable development target of entanglements near the Imjin River, the Jayu-ro adjacent to the entanglements is the great place to found the PEZ. The authors expect that the PEZ engaged with Special Peace & Ecology Tourism District in DMZ which is planned by the second office of Gyeonggi-do will exhibit more economic effect. If the entanglements near the Imjin River belong to the DMZ, the PEZ will serve as three epochal turning point compare with the DMZ. First, the dispute and the confrontation will convert into the reconciliation and the peace, second, the uneconomic DMZ will turn into the economic PEZ. Finally, the DMZ which is the unique longest emblem of national division in the world will change into the PEZ as the first peace economic area. The far-east area of Russia is like to the second Moscow in terms of politics, military, economics and cultures. Russian government focuses on the creation of employment and development of industry infra and energy resource. As the far-east joins together China, North Korea and Japan geographically, the central government of Russia puts R&D policy of this area on the backburner after the Soviet Union collapsed. After visiting of Vladimir Putin, however, this area attracts global attention as the center stage of resource developments. The authors estimate that the PEZ project in the far-east area will be accepted by Russia because of an internal situation and geopolitics of Russia, the historical Russia-Japan relationship, and an indiscriminate input of surplus Chinese labor. Russia is eligible for contributing to the peace of Korean-Peninsular. And also, the point that Russia is out of favor with the six-way talk will act as an affirmative essential. As Japan, furthermore, stand up their territorial rights on Kuril Island and Dok Island, now is a golden opportunity to share advancements. In conclusion, we can expect that secure natural resources easily from the far-east area and the Kuril Island of Russia when the PEZ is established in the far-east area.
