Institutional analysis on innovation of regional development strategy under administrative decentralization: exemplified by Beijing

Since 1980's,the Administrative Decentralization Reform has been pursued in the large cities of China.Under the Administrative Decentralization,how to coordinate the regional development strategy from two level governments: the whole city and the regions? This paper,take a case study of the Five-Year Plan of Beijing,to analyze the organization and the mechanism of strategic innovation in the process of decision,and probe for the institution in the process of decision.
