Proposal for a language compatible arithmetic standard

The following proposal for an arithmetic standard has been submitted to the American National Standards Institute and the International Organization for Standardization. It is being processed by the ANSI X3T2 committee and the ISO/IEC JTC1/SC22/WG11 working group. The specifications cover both integer and floating point arithmetic.
