문화정책과 동양철학의 관점에서 본 복권게임

The purpose of this study is to interpret the culture on gambling and lottery from the viewpoint of Oriental philosophy so that it can understand the culture of Korea and help to establish more fundamental policy. Research methods are literature analysis and case analysis. The research data utilized the site information of the international lottery association site and the national gaming industry operating organization. The case analysis covers jumbo lottery in Japan, Lotto 6/45 in Korea, sports bet in UK, and instant tickets in USA. As a result of the case study, game types were distinguished from oriental philosophical features, culture types, policy instruments, regulatory methods, problem types and solutions according to the drawing printed lottery, online lotto, sports betting, instant tickets. The difference type of lottery among Japan, Korea, UK, USA could have been explained with view of culture type like fatalism, hierarchies, egalitarian and individualism. The representative classification of each culture type could be described in correspondence with four philosophy: confucian, legalist, taoist and mohist. From the perspective of culture and oriental philosophy, policy setting and consumer response policies on lottery were different in terms of human organization and norms, certification system and legal system, resources and market, technology and information. Understanding culture and environment with the view of east-Asian philosophy would be useful in order to design policies suitable for each games in such a situation where the gambling industry market is forced to be globalized and opened due to information technology.
