The invention discloses a system for carrying out laser etching on the internal wall of a cylinder liner of an internal combustion engine and a processing method thereof. The system comprises a mechanical rotating part, a laser device, a light path part and a control part, wherein a main shaft of the rotating part is connected with a coaxial encoder, lasers are focalized on the surface of a workpiece by a focalizing head, and an industrial personal computer controls the encoder and an acousto-optic power supply, so that the pulse lasers carry out etching processing on the internal wall of the cylinder liner according to given etching parameters. By using the method disclosed by the invention, the frictional wear between the cylinder liner and a piston ring of the internal combustion engine can be improved; and by adjusting three control parameters (i.e. the depth-diameter ratio, area occupation rate and distribution angle of micro pits), the bearing capacity and holding capacity of a lubricating oil film between the cylinder liner and the piston ring and the abrasive grain collection capacity of the micro pits are increased, thereby reducing the friction coefficient of the friction pair and reducing the wear.
