High-altitude communication system, method and device

The embodiment of the invention provides a method for controlling communication between the air and the ground. The method is applied to a hierarchical network composed of a ground network and at least one layer of air network. The method comprises the steps that a ground platform receives high-altitude platform location information sent by a high-altitude platform, wherein the ground platform islocated in the ground network, and the high-altitude platform is located in the air network and covers the ground platform; the beam direction is determined according to location information of the ground platform and the location information of the high-altitude platform; and beam width information is sent to the high-altitude platform in the beam direction, wherein the beam width information isused for adjusting the location information sending cycle of the high-altitude platform.
