The invention provides a wearable steel plate with low cost and high strength and a producing method thereof. The mass percentage of chemical components of the steel plate are that: C is 0.13-0.20%, Si is 0.15-0.40%, Mn is 0.8-1.50%, P is not more than 0.02%, Cr is 0.10-0.50%, Al is 0.02-0.06%, Ti is 0.005-0.02%, B is 0.0010-0.0020%, and the residue is Fe and inevitable impurities. The producing method for the steel comprises the following steps of highly cleaning steel melting-molten iron desulfuration-converter top-bottom composite blowing-vacuum treatment-blank casting; especially, the technique parameters in the process of slab heating, rolling and heat treatment can be reasonably controlled; the maximum thickness of the made steel plate is 80mm, the Brinell hardness is 370-430 and the hardness is uniformly distributed. The chemical components of the steel contain no precious alloy elements such as Nb, V, Mo and Ni, etc; the steel has low content of alloy, low cost, good roughness, good wearable performance and welding performance; the steel is widely applied for severe working conditions and the mine and the engineering machinery product with high performance requirement on the steel.
