Con Marcelo Caetano en el poder, dentro de lo que el mismo denomino «renovacion en la continuidad» y manteniendose sin embargo los grandes objetivos en materia economica, los nuevos terminos en que se planteo la prosecucion de la modernizacion de la economia y de la industria portuguesas fueron efectivamente (aunque transitoriamente y sin gran exito) alterados. Las expectativas eran ambiciosas. Las principales «novedades economicas» del marcelismo se reflejaron en el campo de la politica economica, acentuando la apuesta en el abatimiento del proteccionismo interno y externo y en la apertura al exterior. Se intento estimular la inversion extranjera, combinandola con la apuesta por la aproximacion a Europa, lo que se tradujo en un compromiso mayor en materia de cooperacion economica, que facilito la firma del acuerdo de libre comercio con la CEE en 1972. With Marcelo Caetano in power, and within the framework of what he himself phrased as «renovation in continuity», despite the fact that the key economic goals were carried on, the new terms in which the course of the modernization of Portuguese economy and industry was inscribed were truly (albeit provisionally and with no great success) changed. The expectations were ambitious, laying their bets on a wide-ranging set of reforms. Marcelism’s main «economic novelties» had an effect on economic policy, reinforcing its endeavours to hold back the internal and external protectionism and to encourage the opening up to the outside world. This policy sought to motivate foreign investment, combining it with the aim of getting closer to Europe, which resulted in a more committed involvement in matters of economic cooperation, facilitating the celebration of the free trade agreement with EEC in 1972. Great effort was put into renovating strategies for industry. In that regard, two important novelties stand out: the creation of the Polo de Sines and the promulgation of the Law of Industrial Fomentation.
