The impact of the concept of "smart city" to improve the socio-economic indicators of the territory

The theoretical foundations of the concept of “social quality” as a methodology for a comprehensive study of the processes of social development of territories and communities are considered. The key elements of “social quality” are analyzed, the problem of their interrelation and priority in research is considered. Traditional indicators of the level of development of socio-economic systems, such as, for example, gross domestic product (in the subjects of the Federation is gross regional product), industrial production, investment in fixed assets, agricultural production, and the like are not exact and, important, sufficient criteria for assessing the welfare of the country or its individual regions. Gross domestic product as an economic indicator does not take into account and does not reflect changes occurring in the priorities of the social values of society as a whole, in the preferences of various social groups and individuals. But these factors are now becoming more and more important. Even the intensive rates of gross economic growth, generating a society of abundance of goods, are not the ideal, the desire for which unconditionally ensures the growth of welfare and social tranquility of citizens. For a comprehensive analysis of the quality of development of territories and individual communities, it is necessary to take into account all the constituent elements of social life, its “social quality”, components of which are a number of social and economic factors, which include a large number of various indicators, including the previously used traditional sociological and social economic indicators. These factors encompass both the individual quality of everyday life and the wider social context. The researchers applying this concept try to find a balance in it, on the one hand, between the individual self-realization of a person and his participation in various collective associations; between biographical and social development (level of personal action and social structure), and on the other hand, between formal institutional and informal levels of interaction.
