The invention relates to a general oriented silicon steel produced by continuous casting and rolling of a sheet billet and its manufacture method. The ingredients and weight percentages are 0.015-0.055% of C, 2.5-4.0% of Si, 0.10-0.40% of Mn, less than or equal to 0.025t% of P, less than or equal to 0.010% of S, 0.010-0.025% of Als, 0.0065-0.0075% of N, 0.30-0.60% of N, 0.30-0.60% of Cu and the balance of Fe and inevitable impurity. The manufacture method comprises the following steps: smelting, and continuously casting and rolling the sheet billet, pickling and carrying out first cold rolling, carrying out intermediate complete decarburizing annealing under N2 and H2 atmosphere containing moisture; carrying out secondary cold rolling, rolling to the required thickness; carrying out recovery annealing under N2 and H2 atmosphere, coating a magnesium oxide isolation agent, carrying out high temperature annealing, leveling and stretching, and coating an insulating layer. According to the invention, AlN and epsilon-Cu are taken as inhibitors, the solid solution temperature of the inhibitor can be reduced, and the subsequent process requires no normalizing or nitriding, the production cost is reduced, and the products possess uniform performance.
