Europaeische Normen - Entwicklung und Ausblick / European standardisation - Development and outlook

Die erste Generation der europaeischen Asphaltnormen befindet sich in der Anwendung. Deutschland hat sich derzeit fuer die empirische Spezifikation entschieden, andere Laender wie zum Beispiel Oesterreich und die Niederlande arbeiten daneben auch schon mit der fundamentalen Spezifikation. Die neuen Erfahrungen und Entwicklungen werden sich in den naechsten Normengenerationen niederschlagen, doch wie soll sich die Normungsarbeit langfristig entwickeln? Der grundsaetzliche Normungsprozess und die Interessen des Staates an der Normung sowie der aktuelle Stand in der Asphaltnormung werden erlaeutert. Ausfuehrlich wird dargelegt, warum bei der Normenentwicklung in Deutschland die empirische Spezifikation zukuenftig um die fundamentale ergaenzt werden muss, um im Bereich des Asphaltbaus effektiv und verantwortlich zu arbeiten. Die Zwischenschritte zu diesem Ziel sowie moegliche politische Forderungen der Zukunft werden erlaeutert. (A) ABSTRACT IN ENGLISH: The first generation of European asphalt standards is already in use. Germany has for the present opted to work with empirical specification while other countries, such as Austria and the Netherlands, are also already working with fundamental specification. New experiences and developments will be channelled into the next generation of standards, but how will standardisation work develop in the long term? The fundamental standardisation process, the interest of the state in standardization, and the current status of asphalt standardisation are discussed. A detailed explanation is provided as to why both fundamental specification and empirical specification will have to be used for the development of standards in Germany in the future in order to ensure effective and responsible asphalt pavement construction. The various stages leading to this goal as well as possible political requirements for the future are outlined. (A)
