An embodiment of the invention discloses an in-situ nano hybridization styrene-acrylic emulsion and a rust-resisting paint using the emulsion as a base material. The emulsion is prepared mainly from the following materials by weight: 15-21 parts of styrene, 2-4 parts of methyl methacrylate, 5-8 parts of butyl acrylate, 10-22 parts of alkoxylated ethyl silicate, 0.7-1 parts of phosphate monomer, 0.5-0.7 part of methacrylic acid and 0.5-0.7 part of acrylamide. The emulsion is stable in polymerization; hydrophobic long-chain alkyl ethyl silicate and acrylate monomer are subjected to biphasic semi-continuous emulsion polymerization, and the generated inorganic nanoparticles are distributed uniformly; the unhydrolyzed silicon oxygen bonds in the polymerization further crosslink with substrate, paint and latex particle in the film-forming process of the rust-resisting paint using the emulsion as the base material, in order to improve the density of the film and enhance salt spray resistance of the paint film; and introduction of the unsaturated phosphate monomer enhances the adhesion of the paint film with the substrate, and inhibit flash rust of the substrate.
