Prevention of Corruption: Slovenian Perspective

The paper presents integrity plans, a new preventative measure against corruption in the public sector, introduced by the recent Slovenian anticorruption legislation. The authors discuss the importance of these plans for promoting integrity and increasing the level professionalism in public institutions while preventing corrupt practices. Notwithstanding the fact that a comprehensive evaluation of integrity plans is not yet available, it is quite obvious that debates on risk factors and corruption threats have already begun at least on the micro level, i.e., in the institutions. Integrity plans promote preventative activities instead of mere prosecutions of corrupt practices that have proven unsuccessful. They represent an important shift in changing organizational culture in the public sector and help increase efficiency and work quality while preventing the emergence of damaging practices by employees and management.
