IMPLEMENTASI PROGRAM BEDAH RUMAH SEBAGAI UPAYA PENANGANAN PERMUKIMAN KUMUH DI KOTA MALANG( Studi di Dinas Perumahan dan Permukiman Kota Malang )

Malang City is one of the big cities that has a large enough slum area of around 608.6 which is spread across 5 districts. One of the reasons for the large number of slums is due to the poor housing, so that it is classified as an uninhabitable house. Therefore, the city government of Malang should implement a program in order to create a non-liveable house for the community through the “Bedah Rumah” program which is a deconcentration program from the central government and implemented by the City of Housing and Settlements Office of Malang. This study uses a descriptive qualitative method to provide a picture of the implementation process and inhibiting factors of the house renovation program in Malang. Data collection techniques using the method of observation, interviews and documentation. While the data analysis technique uses four stages including, data collection, data reduction, data presentation, and drawing conclusions. Meanwhile, the theory used is to link the theory of Grindle policy implementation and be linked to the reality of the implementation of the “Bedah Rumah” program. The results of this study indicate that the overall implementation of the house renovation program has been successfully implemented optimally. At the stage of determining the targets of the official program by involving a team from the government of East Java Province, the sub-district and village based on the conditions stated in the Regulation of the Minister of Public Works and Public Housing of the Republic of Indonesia Number 13 / PRT / M / 2016 concerning Self-Help Housing Stimulant Assistance . Budgeting and program financing are directly determined by the Ministry of Public Works and Public Housing. Cross-sectoral coordination is carried out by the offices, sub-districts, villages and teams from the provinces, especially in the context of supervision. Meanwhile, in terms of monitoring and evaluation, the implementation of the 2018 House Renovation program in Malang City was able to meet the overall target of 360 renovation houses. Overall, implemention of “Bedah Rumah” program succed to be practices in some aspect such as the support of human and budget resource; accomplishment oh the program target; give a beneficiary of people to have good living house; and support the improvement of Slum Settlements Management. However, the implementation of the house renovation program still needs to be improved in a number of ways, such as the amount of assistance that is minimal and the difficulty in determining the houses of the people to be targeted by the program
