A regulatory plan for urban development allows us to guide, control, regulate and prevent on time the diverse problems, which are products of a chaotic process of urban growth. The corresponding administration of the city, articulating their needs and tasks for an appropriate commitment, supporting a decision making process that encounters for the needs of changes to be made, by structuring a procedure that accounts for adequate funding and monitoring of the results, to accomplish a successful execution. In order to guarantee the specific objectives of such a regulatory plan, focused on an integrative development and based on the national model of “Buen Vivir”, the planning process must count on a systemic approach integrating all relevant components with a territorial view. Spatial Data Integration and Analysis provided by Geographic Information Systems GIS, allow in this context for a proper construction of a technological platform that reinforce an informative decision making process for the overall territorial planning task. The investigation focuses on adequate and efficient integration of GIS and its methods in the process of creating the urban regulatory plan (PRU), which requires for a model of combining a series of statistical and spatial variables that characterize a total of six important zones for the urban areas of the parish of Malacatos in the south of Ecuador. The urban regulatory plan for Malacatos organizes the city considering both ecological and functional indicators, which then call for short, medium and long term actions in the plan. It is to be shown that GIS can facilitate the generation of a planning approach that systemizes, analyzes and promotes an action plan that supports the successful implementation of the regulatory plan, overcoming a lack of information and so far neglected variables and processes that put the achievement of the plan significantly at risk.
