Эволюция местного самоуправления в российском государстве (IX - начало XX В. )

The article is devoted to the formation and development of local self-government in the Russian state since ancient times till the early XX century. The peculiarities of local government organization in Kiev Rus, Muscow state, Russian Empire are pointed out. It is concluded that by the beginning of XX century the local government in Russia has undergone a number of changes. Nevertheless, most issues which were solved by the zemsky institutions remained under the control of public authorities.
