Implementation of the Extrapolation Method of Expert Assessments in Selection Problems

The article describes an algorithm for calculating objective estimates of alternatives and their statistical service characteristics based on elements of the matrix of paired comparisons. The method of applying the method of extrapolation of expert assessments to build a rating of various institutions, including educational organizations, is proposed. The rating task is considered as a multi-criteria decision-making task. A method for finding estimates of the coefficients of a function of a generalized criterion of a given structure is described. When analyzing the performance of various organizations, it is important to determine the focus of the study − whether it will be conducted on the entire population of research objects or only on a separate subgroup. Most indicators cannot be used without taking into account the specifics of the object under study. Research shows that some properties and growth dynamics differ, but not all properties are represented for all objects. You should also be careful about the observed trends, since fluctuations can be associated not only with changes in the quality of functioning of the objects under consideration, but also with data collection. A possible strategy is to find limiting distributions, which allows us to draw cautious conclusions about the stability (or lack thereof) of the observed process. A software product has been developed that allows: to perform automated calculation of performance parameters of normalized values of indicators for each evaluation criterion; to analyze the training sample; to rank the objects under study based on the results of the training sample.
