Analysis on Risk Factors and Coping Strategies of the New Rural Social Endowment Insurance System

Building new rural social endowment insurance system is one of the most important strategies made by central government in 2009. Under the guiding of the government,the pilot reform is growing vigorously. The paper will give a detailed analysis on the external and internal risk factors facing the new rural social endowment insurance system,in order to provide some theoretical reference on the aspect of risk management of the sound development of the new rural social endowment insurance system,and then put forward some coping strategies. In the paper,the main external risk factors include: the aging and advanced age development of the rural population, the development of urbanization,unbalanced economic development,and the weakening of other old-age security measures. The internal risk factors include: the policy-planning risk,personal financing risk,financial payment risk,investment risk and operational risk.
