The invention discloses a manganese-based SCR catalyst and a preparation method thereof. Activated aluminum oxide powder or cordierite powder is added into a nitrate solution, then strong ammonia water is added dropwise slowly, the pH value is adjusted to range from 10 to 11, the mixture continues to be stirred for 2-6 h and then is subjected to suction filtration, the mixture is dried in an oven at the temperature of 50-100 DE GC, then the mixture is calcined in a muffle furnace at the temperature of 200-500 DEG C for 2-8 h, and a modified carrier is obtained. According to the catalyst, activated aluminum oxide powder or the cordierite powder serves as a carrier, manganese oxide serves as an active component, and the catalyst belongs to environment-friendly catalysts. The preparation method of the catalyst is simple, the active component is evenly distributed on the surface of the carrier, and the utilization rate of the active component is increased. The overall SCR catalyst can be used for the industrial low-temperature denitration working condition, and the denitration rate at the temperature of 150-250 DEG C reaches 80% or above.
