A process for producing a raw material for coke production, the raw material comprising a coal blend obtained by blending low-quality coal with feed coal. One or more kinds of feed coal are chosen beforehand as reference coal. From the maximum-fluidity characteristics of the reference coal with respect to one or more kinds of low-quality coal to be blended, the maximum fluidity of a primary coal blend obtained by blending the low-quality coal with the feed coal to be actually used is estimated. Furthermore, the blending ratio z of high-fluidity coal or a high-fluidity material that have a higher fluidity than the feed coal is set so that the difference between the maximum fluidity of the primary coal blend and the desired maximum fluidity of a raw material for coke production is covered, and the high-fluidity coal or material is blended with the primary coal blend to produce a secondary coal blend.
