Improving circular building under uncertainty and complexity: Exploring recent trends in the Netherlands

Abstract Transitioning toward closed-loop supply chain (CLSC) management in Dutch construction supply chains is a major challenge, especially since system changes generate dynamic complexity and (deep) uncertainty. The question is whether actors in this field are prepared for dealing with this challenge. This chapter presents the results of an explorative study, based on a questionnaire. The study showed that nonlinearity and deep uncertainty in decision-making are recognized. Moreover, there is limited attention to anticipative steering, and to how decisions of one actor affect other actors or geographical areas in the chain. In addition, there is a continuing strong focus on the economic dimension in decision-making, although ecological and societal considerations are also crucial. The added value of this chapter is that the trends regarding deep uncertainty and dynamic complexity for CLSC management are studied empirically for the first time and appear crucial for studying transitions toward more mature CLSC management.
