The utility model is characterized in that a protecting layer (2) is arranged on the heat radiating plate (1). Because the utility model installing the protecting layer on the heat radiating plate, the direct contact between the heat radiating plate and water is avoided, the desquamation of coating layers on the heat radiating plate is avoided, and the service life of the heat radiating plate is prolonged. The formed scale is directly precipitated on the rubber protecting layer instead of being accumulated on the heat radiating plate, the surface adhesive attraction of the scale is small, and thereby, the scale removal is convenient and fast. In addition, the lower end of the protecting layer is arranged in the interference clamping structure of the energy change sheet and the heat radiating plate. Because the rubber protecting layer has good deformation capability, the sealing performance between the energy change sheet and the heat radiating plate is enhanced, and the installation is convenient.
