Regional industrial policy in Korea as a bottom-up structure against a top-down stream from the central government was able to spread with effecting the Law for Industrial Development enacted in 1999. There are 2-3 representative policies for regional industry development since then, such as the Promotion Policy for the 4 Strategic Industries in each regional government, the Promotion Policy for the Leading Industries in 5+2 Broad Areas and the Fostering Policy for Regional-friendly Specialized Industries, and so on. The Promotion Policy for the 4 Strategic Industries in each regional government out of such laws is popularly accepted as the most efficiency one so far, but unfortunately it will be quitted and substituted with the Industrial Promotion Policy in 5+2 Broad Areas at the end of 2012 as arranged at MKE. Thus, we have to establish our own the new policy for promoting the strategic industries in Gyeongnam, Province. Also, such industries should be promoted as a eco-friendly and energy-saving mode. This study suggests several policy implications according to the main purpose of research and concludes providing alternative policies, e.g. rebuilding the governing organization, setting the industrial clusters, the compilation of self-governing budget for promoting local industries, building the green technology convergency institute and human resource management headquarter, establishment of science park, and science and technology fostering foundation, and so forth.
