The invention relates to a mode-locking device and an optical fiber laser applying the same. The novel mode-locking device is designed by a combination of a Faraday rotation technology and a semiconductor saturable absorption technology; the novel optical fiber laser is established by applying the mode-locking device; the designed mode-locking device has the advantages of simplifying the structure of an oscillator, self start, stable mode locking, and the like; a wavelength-division multiplexing technology, the Faraday rotation technology and the semiconductor saturable absorption technology are integrated on the single device; for the polarization-related laser oscillator, the devices in the cavity can be effectively reduced; the cavity structure can be simpler; in addition, the high-repetition-frequency laser output can be realized; compared with the polarization-maintaining structure, the non-polarization-maintaining structure has the advantages of relatively low production cost and simpler welding; the two times of Faraday rotation reflection are taken as the oscillation loop structure of the polarization state change, so that the influence on the laser from environmental disturbance can be reduced; the mode locking of the laser can be more stable; and an effect which is the same as the that of the polarization-maintaining optical fiber can be achieved.
