A steel slag atomizing treating system with preheating device of injection air for atomizing, according to the present invention comprises: a tundish which drops a fixed amount of molten steel slag while tapping and supplying to predetermined direction; a spraying device which forms a slag ball by scattering a molten steel slag which is dropped from the tundish; an open slag storage yard which stacks scattered steel slag balls; a bucket elevator which takes out the stacked slag balls. The preheating device of injection air for atomizing (60) comprises: a heat absorber (61) which absorbs the high temperature of the slag ball by being installed in the lower part of the pile of slag ball (12) which is stacked in an open slag ball storage yard (30), and a heat retrieving line (62) which is connected to the spraying device (20) from the back of the heat absorber (61).
